Washington, D.C. —U.S. Senator Susan Collins, a senior member of the Appropriations Committee, announced that she successfully secured more than $ $302,285,000 for 176 Maine projects located across the state in the Fiscal Year 2023 Appropriations bills.  The bills, which were officially released by the full Senate Appropriations Committee today, must still be voted upon by the full Senate and House.

The requests submitted by Senator Collins will support projects by Maine’s state government, municipalities, and non-profits that will promote job creation and economic development, improve infrastructure, expand community resources for Mainers, and protect our environment. 

“As a senior member of the Appropriations Committee, I have long championed investments that support Maine’s communities and families,” said Senator Collins.  “I heard from local officials about how these projects will enhance the wellbeing of Mainers and improve the delivery of town services from Aroostook County to York County.  During the ongoing Appropriations process, I will continue to strongly advocate for these projects, which would deliver substantial benefits to our state and the people of Maine.”

Auburn Police Activities League (PAL) Community Center (Auburn) 

Project Purpose: To build a new Auburn PAL Community Center for supervised after-school and summer activities. The facility will also support an early childhood education and childcare program, activities for young people and teens, and a kitchen and food pantry. 

YMCA of Auburn-Lewiston All Weather Community Pavilion (Auburn) 

Project Purpose: To construct an all-weather pavilion and multi-use facility at the YMCA’s 95-acre outdoor learning center.   

B–Street Clinic Community Clinical Services Expansion (Lewiston)   

Recipient : Community Clinical Services, Inc.  

Purpose: To support facilities improvement and equipment needs to expand capacity for medical, mental health, and dental care services.  

City of Lewiston Canal and Riverwalk Trail (Lewiston) 

Project Purpose: To expand Lewiston’s riverfront trail that links the new Auburn Village Center and Lewiston’s Little Canada neighborhood in accordance with the city’s 2012 Riverfront Island Master Plan.   

Dempsey Center Mobile Units (Lewiston) 

Recipient : Dempsey Centers for Quality Cancer Care   

Purpose: To support the purchase of two mobile units to provide physical and emotional support to rural Mainers impacted by cancer, including those with limited transportation and low digital access.  

Lewiston Housing Authority - St. Mary's Intergenerational Center (Lewiston) 

Project Purpose: To support construction of a facility to co-locate senior housing, childcare, health care, and social services in partnership with St. Mary’s Hospital.   

Lisbon Street Fire Sub-Station (Lewiston) 

Project Purpose : To build a new fire sub-station on Lisbon Street in Lewiston, which will improve the Fire Department’s response time and effectiveness.    

SeniorsPlus Facility for Older Adults (Lewiston)  

Project Purpose: To construct a facility that would house a new Meals on Wheels Kitchen that serves Androscoggin, Oxford, and Franklin counties, as well as an Education Center to facilitate classes and support groups.    

St. Mary’s Medical Center Facilities Modernization (Lewiston) 

Recipient: St. Mary’s Regional Medical Center   

Purpose: To support equipment and facility renovations, including improving St. Mary’s Medical Center’s C2 Unit by converting three single patient rooms into negative pressure-capable isolation rooms and installing a new HVAC air handling system.  

Poland Spring Preservation Society Maine State Building (Poland) 

Recipient: Poland Spring Preservation Society   

Project Purpose: To install a new roof on the historic Maine State Building.  

 Town of Poland Transfer Station Improvements (Poland) 

Project Purpose: To improve the capability and capacity, safety, and environmental protection at the Poland Transfer Station.   

Sabattus Central Fire Station (Sabattus)  

Project Purpose: To consolidate two fire stations into one at the town office complex. The current stations are old and too small for the needs of the department and its equipment.  

Aroostook Access Points for Aging (Aroostook County)   

Recipient : Aroostook Area Agency on Aging   

Purpose: To improve the aging service network, which assists older Americans in communities throughout Aroostook County.  

Ambulance Acquisition for Central Aroostook Ambulance Service (Blaine, Bridgewater, Mars Hill) 

Recipient: Central Aroostook County Emergency Medical Service   

Purpose: To support the purchase of a new, fully equipped ambulance to service the communities of Blaine, Bridgewater, and Mars Hill, which are located more than 20 miles from an emergency department.

Project Purpose: To support business growth and job creation in rural areas by expanding business counseling and accelerator trainings for entrepreneurs.  

Caribou Pond and Park Reclamation Project (Caribou) 

Recipient: Caribou Parks and Recreation Foundation   

Project Purpose: To excavate a pond to remove vegetation and construct a new dam with a fish passage to restore water levels and increase the brook trout and waterfowl.   

City of Caribou Police Station (Caribou) 

Project Purpose: For the construction of a police station for the City of Caribou, which will serve as a vital hub for law enforcement across Aroostook County.  

Maine Veterans Home Project (Caribou, South Paris, Machias) 

Purpose: To support needed renovations and life-safety upgrades at Maine Veterans Home.  

Ashland-Eagle Lake, Route 11 Rehabilitation (Eagle Lake) 

Recipient: Maine Department of Transportation   

Amount: $14,400,000    Project Purpose: To rehabilitate Route 11 from Ashland to Eagle Lake where current roadway conditions are rated poor to very poor by the Maine Department of Transportation and Federal Highway Administration metrics. 

 Eagle Lake Wastewater Treatment & Pumping Stations Upgrade (Eagle Lake)   

Recipient: Eagle Lake Water and Sewer District   

Project Purpose: To upgrade Eagle Lake’s sewer system to prevent failures and ensure regulatory compliance.   

Sly Brook Road Fire Station (Eagle Lake) 

Recipient: Town of Eagle Lake   

Project Purpose: To construct a fire station on Sly Brook Road in Eagle Lake and to purchase a fully equipped rescue boat to perform water rescues as needed. The new station will also be equipped to serve as an emergency shelter.   

Fort Kent Police Department Facility Improvements (Fort Kent)

Project Purpose:  To construct a facility to house the Fort Kent Police Department’s fleet of police vehicles.  

University of Maine at Fort Kent Facility Renovation (Fort Kent)

Project Purpose: To renovate an antiquated campus facility that is widely utilized by both the University and broader local community for essential education and cultural and community programming, and is an important driver of economic and community development.  

Water and Wastewater Treatment Plant and Pump Station Upgrades and Sludge Drying Bed (Grand Isle) 

Recipient: Town of Grand Isle   

Project Purpose: To support upgrades that will enhance the safe treatment and delivery of potable water, treatment of wastewater, and disposal of wastewater sludge. 

Houlton Regional Hospital Facility Modernization (Houlton) 

Purpose: To fund facility improvements and equipment upgrades, which will help lower energy and heating costs and support continuity of health care operations.  

Town of Mapleton Sidewalk Project (Mapleton) 

Project Purpose: For Main Street sidewalk repairs and upgrades in Mapleton, which will support safe travel and access by the residents of Mapleton, Castle Hill, and Chapman.   

West Chapman Road Sanitary Sewer Replacement (Mapleton) 

Project Purpose: To replace existing sanitary sewer lines for regulatory compliance and to reduce excess flows into the sewer system.   

Aroostook County Mobile Rural Dental Unit (Presque Isle) 

Recipient : St. Apollonia Dental Clinic   

Purpose: To support a mobile dental unit to improve access to complete dental services for children throughout Aroostook County.  

Dental Workforce Training and Care Expansion to Northern Maine (Presque Isle)  

Recipient: University of Maine System    

Purpose: To support the facility construction and equipment needs of a new dental lab at the University of Maine at Presque Isle, with the goal of training an additional 20 dental assistants annually to provide free or low-cost services to veterans and low-income residents.  

NMCC Early Childhood Education Degree Program Expansion (Presque Isle)

Purpose: To expand enrollment in NMCC’s early childhood education degree program in order to increase the early childhood educator workforce in Aroostook County.

Project Purpose: To replace an old firehouse in Van Buren with a new facility that serves the surrounding communities of Grand Isle, Madawaska, Caribou, Limestone, and Stockholm in addition to Van Buren.     

Van Buren, US Route 1 Reconstruction (Van Buren)

Project Purpose:  To reconstruct 4.7 miles of US Route 1 in Van Buren, connecting the Van Buren service center with the Madawaska service center in Aroostook County.  

Central Maine Healthcare Hospital Equipment Purchase (Bridgton, Rumford) 

Recipient : Central Maine Healthcare Corporation  

Purpose: To support the purchase of medical equipment and related renovations for the Rumford and Bridgton hospitals.  

Oasis Free Clinics Expansion (Brunswick)

Purpose: To support facility improvements and equipment for the medical and dental clinic, which provides free services to patients.  

Southern Maine Community College Facility Purchase and Certificate Program (Brunswick)

Project Purpose: To purchase a facility to support Controlled Environment Agriculture and to initiate a certificate program in greenhouse management and horticulture. This programming will help educate Maine businesses, communities, and citizens about ways to foster year-round food and plant growth, including through workforce skills training and industry workshops.  

University of Maine-Augusta Aviation Maintenance Technician School (Brunswick) 

Recipient: University of Maine System  

Purpose: To launch a higher education degree program in aviation maintenance where students will learn how to repair and maintain certified aircraft, expanding the pipeline of aviation professionals to fill in-demand jobs.  

Cumberland County Public Safety Communications Equipment Upgrade (Cumberland County) 

Project Purpose: To upgrade and replace public safety communications equipment that is nearing the end of its life. 

Town of Gorham Feasibility Study for Sewer and Water Distribution System (Gorham) 

Project Purpose: To fund a feasibility study to connect the Route 22 commercial corridor with sewage and water distribution services to prepare for future development.   

Maine Turnpike Crossing Water Main Replacement (Gray) 

Project Purpose: To replace the 1950s-era water main that runs under the Maine Turnpike.   

Town of Long Island Mariners Wharf Project (Long Island) 

Recipient:  Town of Long Island   

Amount: $477,000    Project Purpose: To repair and reinforce a town wharf that has been damaged by severe winter storms and which serves as the embarkation/debarkation point for ferry service to the island.   

Maine Irish Heritage Center Building Restoration (Portland)

Project Purpose: To fully restore and weatherize the Maine Irish Heritage Center building and prevent further interior damage and deterioration of the exterior structure.  

Maine Law School Legal Aid Clinic (Portland) 

Recipient: University of Maine System  

Purpose: To expand UMaine Law’s public service legal aid clinic to prepare students for professional practice, including by acquiring essential technology items for the clinic.  

Mobile Life Sciences Education (Portland) 

Purpose: To acquire and operate a state-of-the-art mobile lab to instruct K-12 students and engage them in hands-on interactive learning in the life sciences. Funding would also be used for curriculum development and lab equipment.  

Implementing Smart Home and Telehealth Technologies to Promote Independent Living for People with Disabilities (Scarborough) 

Recipient: 3i Housing of Maine   

Purpose: To implement user-friendly technology at approximately 45 supportive housing units for individuals with disabilities to help improve residents’ independence and quality of life.  

Project Purpose: To dredge the Scarborough River to address significant shoaling that has impeded access to the commercial pier, moorings, and boat launches. 

Direct Support Professionals Workforce Readiness Program (South Portland) 

Purpose: To fund a health care training program to fill much-needed direct support professional roles.  

Electric Vehicle Automotive Certification Expansion (South Portland)

Project Purpose: To study causes of Presumpscot River landslides and develop mitigation strategies for future development planning.    

Improving Access to Substance Use Disorder Treatment for Adolescent Girls (Windham) 

Purpose: To support facility renovations to increase access to substance use disorder treatment for adolescent girls.  

North Windham Wastewater Treatment Facility (Windham) 

Project Purpose: To install a sewer and wastewater treatment system using a Membrane Bio Reactor, which would clean the water to a much higher standard than the existing subsurface waste disposal systems and accommodate business and residential growth.  

CES Youth Workforce and Building Community Planning (Farmington) 

Recipient: Center for Entrepreneurial Studies   

Project Purpose: To develop a parcel and build two facilities for a Youth Center where internships and entrepreneurial opportunities will be available to youth aged 14-24.

Purpose: To support the renovation of an existing MDI Biological Laboratory facility and purchase equipment to allow for innovative drug discovery.

Winthrop Pump Stations Upgrade (Winthrop) 

Project Purpose: To upgrade the Sewer Pumping Stations to current electrical standards, replace the pumps and piping, make necessary structural repairs to the steel pump chamber, and recoat steel pump chambers.   

Isle au Haut Thoroughfare, ME (Isle au Haut) 

Project Purpose: To fund the next phase of environmental review and design in support of maintenance dredging of a 60-year-old federal navigation channel.    

Rockland Breakwater Lighthouse Preservation (Rockland) 

Project Purpose: To repair and restore the lighthouse to protect it from the elements, address rot in several locations, address chipping paint/lead safety, and restore missing or damaged architectural details such as shutters, plaster, and wood trim.   

George’s River, ME (Thomaston) 

Project Purpose: To perform sampling, testing, and environmental coordination in support of maintenance dredging of George's River, which was last dredged in 1977.

Purpose: To purchase high-tech science lab equipment to enable Husson University to expand enrollments and add new programs to meet workforce needs by providing experiential learning and skills-based training that will prepare students for health care and STEM careers.

Purpose: To support the construction and equipment needs of a new pediatric inpatient facility at Acadia Hospital, which will increase desperately needed capacity to treat youth experiencing mental health challenges.

Purpose: To upgrade mammogram imaging equipment, which will limit the need for follow-up testing.

Project Purpose: To replace the Souadabscook pump station to alleviate potential environmental and economic issues.

Project Purpose: To provide needed sludge removal for the Town of Mattawamkeag’s two facultative wastewater treatment plant lagoons.   

Milford Fire Department Expansion and Safety Renovations (Milford) 

Project Purpose: To construct an addition to an existing fire station, which will increase staffing capacity and improve the safety of the structure.

Combined Heat and Power System for One North Commercialization Hub (Millinocket)  

Project Purpose: To support the construction of a highly efficient biomass-fueled power plant that will generate electricity and provide thermal energy to the former Millinocket mill site.

Purpose: To support the renovation and expansion of the Millinocket Regional Hospital Emergency Room to meet community needs.  

Newport Recreation Center Modernization (Newport) 

Project Purpose: To renovate the Newport Recreation Center, including improvements to handicap accessibility, which also serves the nearby communities of Plymouth, Etna, Corinna, St. Albans, Palmyra, and Hartland.

Project Purpose: For construction of the digital research Factory of the Future to advance large-scale, bio-based additive manufacturing using advanced technologies such as artificial intelligence, high performance computing, and collaborative arrays of large 3D printers and subtractive systems. Funding will also support a second manufacturing bay and immersive workforce training facilities.  

Composites Materials for Transportation Infrastructure and Resilience (Orono)

Project Purpose: To support the University of Maine Tick Lab’s establishment of a coordinated system of tick and tick-borne pathogen surveillance and risk communication in northern New England to address the staggering growth of the tick population in the region.

University of Maine Cohen Institute Public Service Education Partnership (Orono)

Purpose: To support a partnership between the UMaine Cohen Institute and Maine high schools to train the next generation of public service-minded leaders.  Participating students will earn college credits while still in high school, engage in a residential leadership program on the UMaine campus, and receive active mentoring and support in post-graduation career placement.   

University of Maine Food Innovation Center (Orono)

Project Purpose: To grow Maine’s land- and water-based food economy by providing workforce development and services for small agriculture and aquaculture producers, including through food processing services, production scale-up, food safety consulting, and testing.  

University of Maine PFAS Research Center: Informing Farm Management Decisions (Orono)

Project Purpose: To fund research to help inform short-term management decisions for farms experiencing PFAS contamination.   

Old Town-Orono YMCA (Old Town) 

Project Purpose: To upgrade the Old Town YMCA to serve as a community hub.

Project Purpose: To build a new library for the town of Patten and surrounding residents, replacing the Veterans’ Memorial Library built in 1928.

Big Moose Township Municipal Sewer Line Connection (Big Moose Township)

Project Purpose: To support the construction of a municipal sewer line to the Moosehead sanitary district to promote economic development and protect the watershed.   

Project Purpose: To reconstruct and secure a retaining wall that supports sidewalk access and railroad bridge overpass abutment. This is the sole access to the residential village in Brownville Junction.  

Dover-Foxcroft Wastewater Treatment Facility Improvements (Dover-Foxcroft) 

Project Purpose: To support needed improvements and efficiencies to the town’s wastewater treatment system.

Project Purpose: To replace the growing town’s fire department building with a new public safety building that will house both the fire and police departments while including a community room for public meetings.

Project Purpose: To renovate and repair the community building, which is the only remaining historical town-owned building in the community.  

Ambulance Acquisition for Three Rivers Ambulance Service (Milo) 

Purpose: To purchase a new ambulance for the Three Rivers Ambulance Service, which serves eight communities in rural Maine.

Student Support and Student Success Center (Fairfield)

Purpose: To increase student access to academic supports, centralize and strengthen advising services, and enhance technology support for students and faculty. This project will improve student degree and credential completion outcomes.  

Project Purpose: To build a cooperative municipal facility that will house a paramedicine vehicle and ambulances for regional emergency services responses.

Project Purpose: To improve erosion management on the municipal roadways traversing the banks of the Sandy River and Kennebec River.

Project Purpose: To replace the water main that runs under the Fall Brook Bridge.   

Belfast Public Safety Building Renovation (Belfast) 

Project Purpose: To construct a facility to house Belfast’s Fire, Police, and Ambulance Departments at a single location.   

Waldo County 911 Dispatch Center Equipment Upgrade (Belfast) 

Project Purpose: To upgrade electronic equipment and 911 dispatch consoles for Waldo County’s 911 dispatch center.

Purpose: To purchase an EMS transfer van.   

Palm Street Waterline Replacement (Baileyville)  

Project Purpose: To replace an aging waterline on Palm Street in Baileyville, which is in poor condition and has experienced multiple breaks.    

Downeast Institute Marine Research (Beals) 

Project Purpose: To support shellfish research and hatchery activities at the facility that serves as the marine research campus for UMaine at Machias.  

Calais North Street Sewer Remediation Project (Calais) 

Project Purpose: To separate storm water from the sewer system and to replace the existing sewer, which has deteriorated.   

Calais Well and Generator Replacement (Calais) 

Project Purpose: To replace one of the two drinking water supply wells in Calais and install a permanent backup generator.  

Milbridge-Cherryfield US Route 1 Reconstruction (Cherryfield) 

Recipient: Maine Department of Transportation   

Project Purpose:  To reconstruct 4.8 miles of US Route 1 from Milbridge to Cherryfield, which will help this segment of roadway meet safety standards.    

Project Purpose: To help restore native fish passage to 137 miles of stream as well as nearly 9,000 acres of lake habitat for alewives.

Purpose: To support construction and equipment for York County’s Substance Abuse Recovery Center, which will accommodate up to 60 beds for mental health and substance abuse patients and serve 29 cities and towns.

Child Care Center for Portsmouth Naval Shipyard, ME (Kittery)  

Project Purpose: To plan and design a new day care center for Portsmouth Naval Shipyard. 

Equipment Purchases for Law Enforcement Community Outreach Program (Kittery) 

Project Purpose: To support equipment purchases for Kittery, Eliot, and York’s Law Enforcement Community Outreach Liaison Program, which helps reduce the need for emergency calls related to mental health and substance abuse.   

Kittery Collaborative Early Childcare Program (Kittery) 

Purpose: To reopen a preschool and childcare program that closed during COVID-19, which will expand access to early education opportunities and serve low-income families in Kittery.

Welding Training Facility Expansion (Wells)

Project Purpose: To expand and renovate an existing Welding Training Facility at the York County Community College Sanford Instructional Center. This upgraded facility will include a state-of-the-art welding instruction lab and classroom.   

Project Purpose: To fully fund maintenance dredging that was partially funded in Fiscal Year 2022 to address safety issues and restore full use of the harbor for commercial and charter fishermen. 

Route 1 Corridor Sewer Extension (York) 

Project Purpose: To provide sewer services to over 240 commercial and residential users and complete the sewer line on York’s Route 1 corridor.
